1. Health Screening
What Will Be Tested?
- Mandatory Screening: HIV testing is required for all individuals planning to get married.
- Encouraged Screening: Testing for common transmissible or genetic blood diseases such as Hepatitis and Thalassemia.
When Should I Get the Health Screening Done?
- Validity: HIV test reports are valid for 6 months from the date of the test.
- Renewal: If the report expires within 6 months, the test must be repeated.
Where Can It Be Done?
- Health Facilities: Health screening can be conducted at government clinics (Klinik Kesihatan).
- Reference: For a list of government clinics providing HIV screening in WPKL, refer to the relevant health department.
What Happens If the HIV Test Is Positive?
- Counseling: Positive results lead to referral to the District Islamic Religious Office (PAID) for counseling.
- Marriage Continuation: The marriage application can proceed despite health implications.
- Follow-Up: Regular medical follow-up with a family medicine physician and an infectious disease specialist is required.
2. Pre-Marital Courses
Who Must Attend?
- General Requirement: All couples are required to attend pre-marital courses.
- Exemptions: May vary by state law. Examples for Federal Territories:
- Those who have been previously married.
- Males above 45 years old and females over 40 years old.
- Persons with Disabilities (PWDs).
- Foreigners.
Steps:
- Application: Available online at SPPIM Pre-Marital Course Application.
- Certification: A certificate of completion is required for the marriage application.
Marriage Application
STEP 1: Fill Out Relevant Forms (Online/Physical)
- Form Acquisition:
- For SPPIM-enabled locations: Available online.
- For other states: Collect from the respective state religious department (Jabatan Agama Islam).
- Submission: Forms can be filled out by either one of the couple.
- Online Submission: Required if wedding is in an SPPIM state but applicants reside elsewhere.
- Deadline: Submit forms within 90 days of the wedding date.
STEP 2: Gather Relevant Supporting Documents
- General Supporting Documents:
- For Citizens:
- Photocopy of MyKad or MyPR for both applicants.
- Photocopy of birth certificates for both applicants.
- Pre-Marital Course Certificate (MBKPPI).
- HIV health screening results for both applicants.
- Original and photocopy of divorce or death certificates (if applicable).
- Employer verification letter or self-declaration (for males).
- Conversion to Islam letter (for new Muslim converts).
- Support letters from Police Department or Army (if applicable).
- For Non-Citizens:
- Photocopy of passport pages with personal details, latest arrival date in Malaysia, and valid visa/pass.
- Supporting letter from the embassy of the country of origin.
- Letter from Immigration Department verifying marriage registration permit.
- Confirmation of wali (guardian) attendance or supporting letter from relevant authorities (if female).
- For Citizens:
STEP 3: Verification by Registrar Officer
- Verification Process:
- Present and submit supporting documents for verification.
- Specific Offices:
- Johor: Pejabat Kadi Daerah
- Terengganu: Pejabat Agama Daerah
- Other areas: Penolong Pendaftar Nikah, Cerai dan Rujuk (NCR) at the local mosque.
- Wedding Permit: Issued upon verification, valid for 90 days.

STEP 4: Wedding Day (Akad Nikah)
